Yasmeen Richards (she/her) is a Manager on the Partnerships & Project Development team at Third Sector, based in Baltimore, MD. Yasmeen supports the development of cross-sector partnerships and project strategies within the Workforce Pathways and Postsecondary Opportunity practice areas, advancing Third Sector’s mission to transform public systems and improve outcomes for communities historically marginalized by race, background, and circumstance.
Before joining Third Sector, Yasmeen led development and operations at RepresentEd Leadership, where she secured and managed multi-stakeholder initiatives focused on workforce equity and economic mobility. Her work included partnerships with Kaiser Permanente, UC Berkeley, and Solano County Workforce Development Board, as well as developing community-informed cross-sector initiatives like the Community-Based Caregiving Initiative to address gaps in the caregiving workforce and services pipelines in San Francisco.
Yasmeen is also the Co-Founder and President of Chromatic Brass Collective, an organization dedicated to increasing visibility and access for racially and ethnically underrepresented women and gender nonconforming brass musicians. Throughout her career, she has bridged strategic vision with operational systems, integrating community voice, data-driven strategy, and equity-centered design
to create lasting, systemic change.
A practiced and passionate collaborator, Yasmeen excels in aligning diverse stakeholders and building initiatives that reflect both community needs and broader systemic goals. Her commitment to equity and collective transformation is rooted in her lived experience navigating arts, education, and workforce development spaces as a woman of color.
Outside of work, she enjoys baking and experimenting with new recipes, as well as supporting underrepresented artists through her work with CBC and beyond.
