Jessica Headley Ternes is a Manager based in Inland Empire, CA. Prior to joining Third Sector, she worked for more than 10 years evaluating county-level behavioral health programs. She is an active member in the American Evaluation Association (AEA) and also participates in several of AEA’s Topical Interest Groups (TIG’s) including Behavioral Health Evaluation, Collaborative, Participatory & Empowerment Evaluation, Qualitative Methods, and Culturally-Responsive Evaluation. She has facilitated and designed participatory, collaborative, equity-focused and empowerment-based evaluations, developing outcomes frameworks that center culturally responsive, trauma-informed, and inclusive approaches. She also has extensive experience utilizing mixed methods with an emphasis on qualitative and emergent methodologies that convey the client culture of care, the power of story, and the wisdom of lived experience.

Jessica received her Master’s degree in Policy & Program Evaluation from Claremont Graduate University in 2010 and her Bachelor’s degree in Social Marginalization & Policy from Johnston College at University of Redlands. 

In her free time Jessica enjoys taking walks in the park with her husband and their dog Daisy, spending quality time with her two feline companions Mordecai and Serafina, researching her family ancestry, and reading lots of books.
