Behind every policy is a person waiting for a decision that will shape their life. A parent navigating early childhood services. A young person caught in the juvenile justice system. A family trying to access behavioral health care. These are the people at the center of “Systems That Serve,” our new series of case studies examining what real systems change looks like through the impact of our work across three projects over the past five years. These case studies showcase how we support government agencies and nonprofits to design, implement, and continuously improve initiatives to address systemic inequities and advance outcomes-focused public systems.
From embedding parents at the center of early childhood education to redesigning juvenile justice and improving county behavioral health services, these initiatives are transforming local systems and catalyzing positive, lasting change for communities nationwide.
Methodology
The case studies apply the Water of Systems Change framework, developed by FSG, a global nonprofit consulting firm that partners with foundations and corporations to advance equitable systems change. The framework suggests that meaningful transformation does not rely solely on changes to policies or structures, but also requires shifts in how people relate to one another, how they perceive problems, and how power is shared. These shifts lead to sustainable systems changes.
