President and CEO, American Public Human Services Association (APHSA)

Reggie Bicha is the President and CEO of the American Public Human Services Association (APHSA). He is a social worker, administrator, educator, and national leader. In addition to his work in early learning, he has extensive experience working on child welfare, education, employment, and health care issues at the county, state, and national levels.
He was previously President of Shine Early Learning, served as the Executive Director for the Colorado Department of Human Services for Governor John Hickenlooper, and served as the Inaugural Secretary of the Wisconsin Department of Children and Families for Governor Jim Doyle. Reggie is a Past President of the American Public Human Services Association governing board. He was an Ascend Fellow, sponsored by the prestigious Aspen Institute, focusing on 2 Generation approaches to move children and parents beyond poverty.
Reggie was recognized in 2014 for his leadership and dedication with the Casey Family Programs “Excellence for Children Award.” He and his wife, Becky, have three children, have served as foster parents, and currently live in Denver, CO.
