Debra Solomon is a Director in Third Sector’s San Francisco office. She works on client engagements providing support to government, non-profit, and philanthropic partners, and raises funds for new Pay for Success transactions. Debra comes to Third Sector with more than fifteen years of experience in research, policy development, and public sector management. Most recently, she was the Director of Contract Compliance for the San Francisco Department of Public Health, where she oversaw performance monitoring of more than $300 million in annual spending on mental health services, substance abuse treatment and other critical public health services. She also held several key positions at the San Francisco Human Services Agency, including crafting the agency’s $900 million annual budget and managing a portfolio of high profile contracts serving youth and families in the foster care system. Before joining the public sector, Debra worked for a nonprofit consultancy specializing in economic and workforce development and conducted research about education policy.
Debra has a bachelor’s degree in History from Stanford University and a Master’s in Public Policy from the Goldman School of Public Policy at the University of California, Berkeley.
