Dear friends,
As 2019 comes to a close, I am honored to be a part of a 50-person strong organization that has continued to make remarkable steps forward in creating long-term impact for communities and the people they serve.
Since we began in 2011, Third Sector has worked with over 40 communities, launched 17 Pay for Success or outcomes-oriented contracts, influenced five policy changes, and transitioned $806 million in government resources toward meaningful outcomes for thousands of vulnerable community members. In 2019 alone, we have partnered with communities across the United States to transition over $350 million toward outcomes. We moved more public dollars to outcomes-oriented contracts this year than in any of the prior eight years.
As we have grown our impact, we have also embraced a racial equity lens to our work with communities, resulting in more inclusive approaches to stakeholder engagement and decision making with our partners. While we are at the initial stages of our racial equity journey, we are energized to continue to work with communities, governments, funders, and service providers to bring an equity lens to catalyze systems change and create an outcomes-oriented social sector.

Expanding Our Impact
Third Sector transitioned more than $350M in 2019 while developing an equity lens for our systems change work. We partnered with communities across the country to bring together a wide-range of stakeholders and elevated community voice for better outcomes.
Washington State Department of Children, Youth, and Families
The partnership of DCYF, Third Sector, and Ballmer Group is deploying performance-based contracting as a vehicle to focus on, incentivize, and continue improving on child and family outcomes throughout Washington. Read more here.
Pay for Success in Higher Education
Third Sector, with support from The Kresge Foundation, led four states and public systems of higher education through a series of trainings, virtual learning opportunities, and in-person workshops to facilitate cross-state and cross-sector collaboration to explore how Pay for Success financing can be leveraged to fund wraparound services that improve matriculation, persistence, and graduation outcomes for underserved students in higher education. Administrative Data Pilot
The two-year Administrative Data Pilot (ADP), including the County of Santa Cruz Human Services DepartmentWashington State Department of Children Youth and Families, and County of San Diego Health and Human Services Agency has completed work to develop administrative data infrastructure and outcomes contracting processes through partnerships with Third Sector, The Stanford Center on Poverty and Inequality (CPI), the Social Innovation Fund (SIF), and Ballmer Group.
Growing the Movement Across Diverse Communities
In 2019, Third Sector continued work with over 40 communities across the country and partnered with new communities in CaliforniaMarylandTexasVirginia, and North Carolina as well as New MexicoNebraskaArkansasKentuckyMississippi, and Rhode Island.
Third Sector is committed to spreading awareness and understanding of the strengths of outcomes contracting and intentional data-sharing and analysis connected to funding decisions. The following publications and webinars are a small sample of our commitment to building the field.
Strengthening Our Identity

Growing Our Team
Third Sector has grown our team at every level. We are now 52 strong, giving us greater capacity to continue to help communities innovate how their funding serves them. We also welcomed Kathy Stack to our board of directors and Reggie Bicha, Roderick Bremby, Hilda Polanco, and Daniel Stid to our advisory board. Our boards provide us with strategic guidance as we look to grow our impact across all levels of government across the country.

This year we upgraded our logo, refreshed our website, and released a new video which you can watch now by clicking the play button above! Our new branding and video have allowed us to share how we partner with communities to connect public resources to outcomes that improve people’s lives.

Third Sector now has a Platinum Seal of Transparency from GuideStar.
