Jerry Croan is a successful entrepreneur with an extensive career working to advance health, education, and social policy and practice. He recently retired from ICF International after 35 years in private and public sector consulting, including 22 years with the highly-regarded firm that he founded and led, Caliber Associates. Mr. Croan is currently working as a consultant for Third Sector Capital Partners on Social Innovation Financing and Pay For Success program development in areas ranging from mental health to child welfare to education. He is also providing strategic advisory services through the National Learning Institute (NLI) to a variety of non-profits, including Communities in Schools, state and local early childhood programs, and youth development programs. From 2005 through 2013, Mr. Croan was Executive Vice President at ICF International, a $1B international consulting organization focused on health and social programs, as well as energy and infrastructure. While at ICF, Mr. Croan directed a major operating group and then led overall Corporate Strategy. During this time, ICF grew nearly 5-fold and was ranked by Boston Consulting Group as the most adaptive US professional services company.

Mr. Croan founded Caliber Associates in 1983 and served as its CEO until its sale to ICF in 2005. Caliber, and subsequently ICF, has been one of the leading US social sector research and consulting firms. It has played a lead role in program strategy development, technical assistance and evaluation for many US national programs, including Race to the Top and Regional Education Laboratories for the Dept of Education; the Child Welfare Gateway, Head Start, the Child Care Bureau, the Office of Family Assistance, and the Centers for Disease Control for the Dept of Health and Human Services; the Office of Justice Programs in DOJ; Job Corps and workforce development initiatives for the Dept of Labor; and the US military’s personnel and family support programs. During this time, Mr. Croan’s innovative thinking about program strategies and evaluation assisted many of Caliber’s clients to demonstrate exceptional results and to evolve and thrive through challenging financial and political environments. Prior to starting Caliber, Mr. Croan spent five years in the PA Dept of Justice, where he led a program evaluation shop and subsequently directed the juvenile justice and delinquency prevention program. He has also served on multiple advisory and governing boards for non-profits and Universities, including many years as an officer on the Board of Child Care Aware of America. Mr. Croan holds Bachelor of Science and Master of City Planning degrees from MIT.
